California Uniform Public Construction Cost Accounting Act (CUPCCAA)

Baldy View ROP has elected to become subject to the State of California Uniform Construction Public Cost Accounting Act ("CUPCCAA"). These procedures provide an alternative when BVROP performs public project work by contract.

WHAT IS CUPCCAA?

The California Uniform Public Construction Cost Accounting Act ("CUPCCA") provides for alternative bidding procedures when an agency performs public work by contract.

CUPCCAA was enacted in 1983 to help promote “uniformity of cost accounting standards and bidding procedures on construction work performed or contracted by public entities in the state.” The Baldy View Regional Occupational Program (BVROP) shall enact an informal bidding process to govern the selection of contractors to perform public projects under the bid thresholds* under CUPCCAA.

  • Public projects of $60,000 or less may be performed by negotiated contract or by purchase order 
  • Public projects of $200,000 or less may use the informal bidding procedures 
  • Public projects of more than $200,000 may use the formal bidding procedures

All public projects of $25,000 or more require the following:

  • Contractor must pay Prevailing Wages as set forth by the Department of Industrial Relations (DIR). 
  • Contractor and subcontractor must be registered with the DIR and have a valid registration number in order to perform work at the District.
  • Contractor to obtain performance bond and labor and materials bond.
HOW TO REGISTER?

All interested licensed contractors are invited to submit their company information for inclusion on the BVROP Informal Bidding Contractors List for each fiscal year.  Contractors must resubmit each year.

Additionally, pursuant to SB 854, no contractor or subcontractor may be listed on a bid or awarded a contract for a public works project unless registered with the Department of industrial Relations (DIR) per California Labor Code 1725.5.

The BVROP Informal Bidding Contractors List will notify contractors of upcoming informal public project bids. You may apply at any time to the list, which is effective through June 30th of every fiscal year.
